The C1C was the Philips C1 fitted with a B4 base. It is a barretter current stabiliser where the active component is an iron wire in a hydrogen atmosphere. The glass clearly says Made in Holland.
Barretters were a continental invention, being used by the Germans to control valve filament currents during WWI.

The wide glass tube envelope is 37 mm in diameter and, excluding the B4 base pins, is 119 mm tall.
