The 6C21D is a translation from the Cyrillic letters on the case. It is a UHF pencil triode with the outer case containing resonant cavities. This forms a self contained UHF oscillator with an output in the region of 0.25 Watt.The two wires are probably the heater or filament. The tab connects to the cathode.The opposite end has a coaxial output probe and the tab connection is to the anode..The adjustment screw on the case has a wire under the locking washer.
