The Philips 1909A barretter is a current stabiliser on a B4 base but pin 2 is omitted. The current stabilised is 1.15 Amp and the working voltage range is between 10 and 30 Volts. At 20 volts the tube current is between 1.08 and 1.22 Amps.The identification is etched into the side of the envelope.
