We believe that this is an ACT9, but without its base. The ACT stands for Air Cooled Triode and the design was by M-OV.
It was designed to produce RF power for industrial heating as well as RF power in the HF bands it is rated for 650 Watts output when operated in Class C.
The long copper anode is sealed to the glass envelope and forms part of the envelope itself. Connected to the anode tube is a large set of cooling fins.
Visual inspection reveals a four prong support for the grid. The grid itself is a wire helix running inside the anode tube, the filament runs along the length of the grid helix.
The valve is 350 mm long and the glass envelope is 60 mm in diameter. The external cooling fins are 170 mm in diameter. The connections to the four base pins are by individual clamp contacts.
