The 1913 is a barretter or current stabiliser from Philips. The current of two Amps indicates that this was designed to stabilise heaters or similar low voltage devices.
The iron wire will be in a hydrogen atmosphere. The single strand is looped around the three hooks.
The wide glass tube envelope is 38 mm in diameter, and including the ES base is 118 mm tall.
