The V190C/1M is a velocity modulated oscillator or Heil Tube. This version was designed to operate in the range 0.8 - 1 GHz.

The drift tube connection is the top cap.

The base pins. The base is referred to as B8B or B8G or Loctal and all seem to describe the same physical base.
The large brass resonator disc is 55[k[mm in diameter.
The wide glass tube envelope is 29 mm in diameter, and excluding the base pins is 93 mm tall.
