This is a projector photocell and that is about all we know.
The photosensitive cathode is semi-circular and the anode is a rectangular wire loop around the edge of the cathode. The cathode connection is brought-out via the top of the envelope and returned to the rear pin.

The split base pins are positioned to align the photo-cathode with the optical system of the projector.
The box makes it clear that this if for projector use.
Made in Holland is stated several times on the box. Dimensions of the box are 30 mm square and 84 mm tall.
The thin glass tube envelope is 15 mm in diameter and, excluding the two base pins, is 57 mm tall.
