The 70B1 looks to be a voltage stabiliser tube. Looking closely at the base one can see a central tube entering the cylindrical anode. There appear to be no other electrodes.

The thin glass tube envelope is 9 mm in diameter and, excluding the wire leads is 51 mm tall.
