The QQE03-20 is a double beam transmitting tetrode. The design is of the European pattern and the valve is equivalent to the QQV03-20. The literature does not give any actual differences and so it appears to be the way the Dutch Philips company rated the heater as 6.3 Volt with the two valves in parallel. The UK versions by Mullard, owned by Philips, rates the heater as 12.6 volts centre tapped.
Another exhibit of this valve. Only the lettering looks different.
The wide glass tube envelope is 41 mm in diameter and, excluding the B7A base pins, is 53 mm tall.
