This valve is described as an experimental high power X band klystron.
The two terminals on the left are: Black = Heater and red = heater/cathode. At the opposite end are two screw connections with holes passing into the main copper block. Frequency adjustment is via the two knobs seen at the top right. The larger ring is corse tuning and the top adjustment is slow-motion. Each rotation of the fine tining knob advances the main tuning by four divisions.
X band includes 10 GHz and the output flange is WG15.
The envelope is 40 mm in diameter and, excluding the base pins, is 210 mm tall. Along the waveguide axis the length is 160 mm.
