This exhibit is a common anode Nixie tube. The Nixie tube is a cold cathode indicator tube. Fundamentally a neon discharge lamp with digit shaped cathode electrodes. The discharge forms an orange glow around the chosen electrode and thus reveals the shape. In the case of this tube all the digits 0 to 9.
The ionizing voltage is 170 Volts and the maximum current has to be limited to 3.0 mA with a 10,000 Ohm series resistor in the anode lead. The pin identification is taken clockwise when seen from below.
Within the dome of the envelope are stacked the shaped cathodes that form the display.
The end window envelope is 24 mm in diameter, and excluding the 13 base pins is 26 mm tall.
